GIS Program Maturity Assessment

The engagement began with a 360-degree evaluation of how GIS was used across the entire municipality. This methodical assessment included input from a wide cross-section of city stakeholders—executives, managers, analysts, planners, field crews, and operational staff from all major departments.

Our assessment examined all dimensions (~30 individual metrics) of the City’s GIS program, including:

Stakeholders have spoken! Through 30 points of measure, they have set a course for progress.

  • Governance and organizational structure: decision-making frameworks, roles, responsibilities, and cross-department coordination.

  • Spatial data management and stewardship: data publishing, maintenance procedures, storage and retention policies, and metadata practices.

  • GIS service delivery models: internal and external customer service, solution delivery, SLAs, and support mechanisms.

  • Technology ecosystem and lifecycle management: review of desktop, server, mobile, cloud, and integrated systems, with recommendations for platform consolidation and modernization.

  • Training and workforce development: staff skills, professional development pathways, and capacity to scale GIS program functions.

  • Stakeholder engagement and communication: feedback loops, communication channels, and collaborative processes across departments.

  • Budgeting and financial sustainability: current funding models, forecasting practices, and opportunities to ensure long-term program viability.

The findings were delivered with a prioritized, time-sequenced roadmap containing strategic and tactical recommendations. The City has since begun executing this roadmap, selecting several initiatives for immediate implementation.
