Selecting an EAM system for the Tualatin Hills Park and Recreation District

Gartrell was recently awarded an RFP to help the Tualatin Hills Park and Recreation District (THPRD) in Washington County, Oregon evaluate potential asset‑management software solutions. With a service area of more than 50 square miles and over 250,000 residents, THPRD manages an extensive and varied asset portfolio—facilities, utilities, indoor and outdoor infrastructure, and a substantial fleet.

A key focus of this engagement was identifying solutions that integrate cleanly and reliably with THPRD’s ArcGIS Enterprise platform. Like many clients we serve, THPRD also emphasized the importance of selecting a system that can support future integrations across their broader enterprise ecosystem—not just GIS.

Three members of our GeoStrategy team—our Geospatial Lead, Senior GIS Business Analyst, and a GIS Systems Analyst—guided THPRD through a series of requirements‑gathering and workflow‑analysis workshops to establish and validate prioritized evaluation criteria. We then conducted a structured review of leading solutions, including vendor demonstrations, discussions with peer organizations using these tools, and analysis of each product’s architecture, customization options, and integration patterns.

As the evaluation wrapped up, we presented findings and recommendations on three top‑ranked solutions, sharing both qualitative and quantitative insights that shaped our scoring. THPRD is now completing final due diligence and expects to make a product selection within the next quarter.
