The City of Forest Grove, Oregon is modernizing its GIS by migrating to a cloud‑based ArcGIS Enterprise platform and transitioning electric, stormwater, sewer, and water systems into Esri’s Utility Network. Following a 2024 GIS Program Maturity Assessment, the city replatformed to AWS and completed a validated Utility Network migration for its electric utility, supported by new field apps and workflow tools. With wet utility migrations now underway, Forest Grove is rapidly becoming a model for modern, cloud‑forward municipal GIS transformation.
